If the user does not have a PayPay account, can I register a new one on the user authorization acquisition web page?

If you have acquired the user authorization acquisition web page using the account link method, you can newly register.

If you are using the WEB-based authorization method, you cannot newly register, so you need to be a PayPay registered user.
